The Katsina State government has inaugurated a nine-man commission of inquiry to investigate and determine the immediate and remote causes of the February 18 sectarian violence which killed two persons and property worth millions of naira destroyed.
Inaugurating the committee, named Katsina Metropolis Disturbances Judicial Commission of Inquiry, Governor Umaru Musa Yaradua said the commission had four weeks to submit its report.
The terms of reference of the commission, according to the governor, were to investigate and determine the immediate and remote causes of the disturbances;
To investigate and determine the circumstances that led to the death of two persons;
To assess the extent of damage to property, identify those responsible for the disturbances and make appropriate recommendations; and to determine short and long term measures to prevent future occurrence of the disturbances.
The governor urged members of the commission to have the fear of Allah in the discharge of their duties.
The commission has Justice Musa Danladi Abubakar, a Katsina State High Court judge as chairman, while Kadi Sule Sada Wsaun, AIG Aminu Malumfashi (rtd) and Alh. Salisu Amadu Dankoli are to serve as members. The rest are the representatives of the state's commissioner of police, the director of the state security services and the state's chairman of the Nigerian Bar Association. The director of Security at the governor's office, Alh. Nazifi Mohammed, is to serve as the secretary.
The governor also yesterday inaugurated a ten-man technical committee to look into the desirability of establishing a state owned university under the chairmanship of Engr. Musa Abdullahi.
The committee is to examine the possibility of taking over Katsina University from the Katsina Islamic Foundation.
